Current situation in Israel, from a friend there:

"...police top echelon claims, in essence, 'We are not criminals, ju st incompetent!' This is an often-used argument here. It's called the SHIELD OF MEDIOCRITY. Unfortunately, it is an accepted defense that works 95% of the time. "

Comment: The "Shield of Mediocrity" argument is alive and we ll here too. Unfortunately, placing unqualified, incompetent, even dishonorable, people into important, public positions is a grand tradition in Western Civilizati on. One bungling blunder after another, and they are never disciplined, much le ss fired. Reassuring to hear that the practice is not confined to the USA!
